DAI says taxes due reported by e-filing rose from US$1.2 million in one quarter to US$12.5 million in the fourth quarter of 2018 4.

On 21 August 2025 the LRA began training Tax Business Office staff on a new payment system integrated with LITAS 2. It said mobile money companies give taxpayers real-time electronic receipts and that seven of Liberia's nine commercial banks were connected 2. The work is backed by the World Bank-funded Governance Reform and Accountability Transformation (GREAT) Project 2. The LRA aimed to end manual reporting at trained offices by 1 September 2025 and has a goal of US$1 billion in annual revenue 2.

At its first digital symposium on 15 April 2026, the LRA said LITAS lets taxpayers generate payment slips and pay in real time 3. Officials said electronic invoicing, VAT modules in LITAS, a contact centre and USSD services were in development 3. The LRA said it is integrating with commercial banks, mobile money operators and the Central Bank of Liberia 3.

GAC audit of revenue reconciliation

The GAC released a compliance audit of revenue collection and reconciliation for July 2018 to December 2024, as reported by David A. Yates of the Liberian Observer on 20 May 2026 5. It found over US$63.9 million in bill-payment discrepancies in ASYCUDA, with some payments lacking receipt numbers 5. The auditors warned that revenue figures "may not be assured" 5.

The Ministry of Finance and Development Planning, the LRA and the Central Bank of Liberia responded at a joint press conference 5. Finance Minister Augustine Kpehe Ngafuan had asked for an independent investigation in January 2025 5. President Joseph Nyuma Boakai sent the report to the Ministry of Justice and the Liberia Anti-Corruption Commission 5. About 20% of inspection revenue is to go to the government under the contract 6. Public Accounts Committee chair Amara Konneh said those funds had not been remitted to the Consolidated Account 6.

A Senate committee set up in April 2024 was reviewing the contract, which was not sent to the legislature 6. The former government's position was that it was a "service contract" 6. FrontPage Africa reported that the fee for a container inspection rose from US$250 to US$450 6.
