DGID Etax
The DGID launched e-Tax in Dakar on 19 December 2013 for filing and paying taxes online, as reported by Afrique ITnews and republished by OSIRIS 3. Payment was modelled on bank transfers, with automated payment notices exchanged between the DGID and banks 3. Ecobank was the pilot bank, and Citibank, CBAO and SGBS signed agreements with the DGID 3.
In December 2016 a DGID director said card and mobile payment would be added during 2017, as reported by the Agence de Presse Sénégalaise (APS) 8. He said money transfer operators would join the DGID telepayment platform 8.
Under ministerial decision no. 02 of 2 August 2023 and Article 631 of the Code général des impôts, users of the Centre des professions réglementées had to make all returns and payments on Etax from September 2023 5. The DGID directed them to eservices.dgid.sn to create an account 5.
Mobile payment through MAX IT
In November 2025 the DGID said users can pay "tous leurs impôts, taxes, droits et redevances" through the MAX IT app run by Orange 1. The communiqué states no fees 1. On 17 November 2025 Director General Jean Koné visited the Ngor-Almadies tax office to see the service in use, as reported by Le Techobservateur and republished by OSIRIS 2. The DGID listed simpler payment, secure collection, transparency and wider tax inclusion as goals 2.
VAT on foreign digital services
VAT on digital services supplied in Senegal by foreign providers took effect on 1 July 2024 under Article 355 bis of the Code général des impôts, according to a DGID communiqué of 24 June 2024 4. Foreign providers can register at eservices.dgid.sn/fimfipnet and receive their logins electronically 4. Returns and payments go through Etax, no later than the 20th of the month after each calendar quarter 4. Where a provider has no proof of registration, the local taxpayer must withhold and pay the VAT under Article 355 4.
Treasury payment platforms
On 18 January 2024 the DGCPT launched a platform for paying fixed traffic fines by mobile money or bank card, as reported by APS and republished by OSIRIS 7. Dakar was the pilot region, and the company Diotali handled technical execution 7. The DGCPT said any payment method approved by the BCEAO can be used, and cash remains possible at police and gendarmerie posts 7.
On 2 June 2025 the DGCPT presented Sen Trésor, a platform for paying public expenditure through mobile money, as reported by APA News 6. It covers salaries under FCFA 100,000, pensions, scholarships, allowances and social programmes 6. In a two-month pilot it paid more than 44,000 beneficiaries a total of over FCFA 4 billion 6. DGCPT officials said a second platform for paying taxes and duties was coming 6.
